Informational RFC 2361 contains the WAVE registry (this is Microsoft Windows
specific) and defines audio/vnd.wave as its associated MIME content type.
It DOES NOT define any aspects of audio/wav. I beleive that is what we are
trying to do here. The goal is to get to as many desktops as possible and
thus use an already commonly understood format, aka audio/wav. We want to
create a standards track document that tries to layout the current use.
This is quite similar to the Fax WGs effort with image/tiff.
