I think it's certainly relevant to the general issue of using WAVE files,
but it does not contain the audio/wav type registration, and hence is not
the natural source of information for a definition of the WAVE file format.
Also, as I recall, it does not contain a citation to a definition of the
WAVE file format.
It would probably be appropriate for the audio/wav registration to cite
this as a related document (if it doesn't already).
