No, it doesn't. Section 5 states rather clearly:

    NOTE: We specifically do not specify user agent behavior when the
    user agent forwards a message.

This is exactly the case my message discussed.

But, even if this specification did indicate what to do with forwarded
messages, it would still require support from the UA. When forwarding
a message, Outlook Express strips out all headers except for From, To,
Sent, and Subject. The UM application will still have no way of
determining the content of the message.

I'm not content to wait for MUA vendors to support new standards
before deploying a functional Unified Messaging solution. I think
it's in the best interest of the entire community to come up with a
solution that works now.
