SNAP describes the communication between an Email server and a notification
server.
The email server most likely will have it easier with the 2822 format.
The notification server will probably need to format the time according to a
third application (e.g. SMS-Cs, PPG, IM application, etc.) protocol
specification or a specific user customization.
So, as far as the notification service is concerned, I don't think be any
objections to either, but on the email server side - people might object.
