IIRC, the MIME specs indicate that parameters SHOULD NOT be used for
facilities that are not specific to a content-type or types. There is no
provision for defining a content-type parameter applicable to *all*
content-types.
Critical-content is not specific to any content type or subtype. In this
case, I think a header is the way to go.
