i agree with what graham says above. the current draft seems fairly
clear that the message-context can be used to determine when
and where the message is to be presented. but not whether.

i absolutely agree that once you have decided to present a
message, you must do your best to actually present it, regardless
of whether the actual contents of the message are in the format
you would expect from the message-context.

can we include a statement allowing receiving UAs to use the
message-context to determine whether to present a message?
