In sections 3.1 and 4.1, is there a need for specifying why the lookup failed, other than "no record"?
Presumably the lookup will fail because either the subscriber isn't there anymore (vacant) or the sender fat-fingered the number
(likely). Will the subscriber or sending UA really be able to use the information that the number was not in the numbering plan or
just not in the data base?
