This is a rewrite of draft-burger-vpim-cc-00.txt
I renamed the document to reflect VPIM's new work group status. Since it
has a new name, it's still 00. To avoid confusion, I put the Obsoletes
header in.
1. Abstract
Added language explaining the usefulness of critical content.
3. Introduction
Changed emphasis from notification to critical content indication.
Added clarifying language to when DSN/PNDN and MDM/PMDM are generated if
the reader isn't familiar with DSN & MDN.
4. It's not notification, it's criticality!
