A data point you might like to consider:

In CONNEG, we faced a similar decision w.r.t. our goals and framework draft
and did indeed publish as informational. Later, I found that, outside the
immediate IETF community, it was this informational document that had
greater visibility than the standards-track specs.

This suggests to me that the informational goals and framework (with some
pedagogical content) is useful to publish.

Sorry for the delayed response on this, but I do have some small comments
-- mostly editorial -- arising from a review that Charles and I
conducted. I'll post these when I can.
