The MIME content-type registration process does not require IETF
change control, even for non-faceted types. Thus there is no
process problem with defining an audio/wave content-type and
referencing Microsoft or Microsoft-authored documentation.
It would however be counterproductive for IETF to author and maintain
its own audio/wave specification, in the absence of agreement from
Microsoft to delegate change control to IETF.

[It would be useful if the page was still there ;-) Unfortunately, a brief
search on the Microsoft web site for WAVE, RIFF has not shown me anything
that looks like a file format description -- just APIs for reading and
writing files on a Windows platform.]
BTW, I am guessing (but I don't know) that WAVE is a specific use of the
RIFF file format?

I would draw a distinction between the definition of the WAVE "wrapper"
format and the details of specific things that can go into the wrapper. I
would assume that the wrapper format hasn't changed since 1994. And I
would think that RFC 2361 is the appropriate place to contain pointers to
descriptions of the specific codec formats.
